    Physical and Financial Achievements for the year 2018-19

    Based on the approved Annual Plan of Operation of Rs. 19595.73 lakhs for the financial year 2018-19, various activities undertaken from the State Fund and the funds transferred by Ad-hoc CAMPA are given below: –

    Compensatory Afforestation, Additional Compensatory Afforestation and Penal Compensatory Afforestatio

    One of the most important conditions stipulated in the Forest (Conservation) Act, 1980 for approval of proposals for diversion of forest land for non-forestry purposes is Compensatory Afforestation. The user agencies that are granted forest clearances are required to transfer equivalent non-forest land in lieu of diverted forest land and pay money to the State Government for compensatory afforestation, management and conservation of forest, wildlife etc. The Compensatory Afforestation is either carried out on the transferred non-forest land or degraded non-forest land in cases where the user agencies are exempted from giving equivalent non-forest land. Thus, plantation under Compensatory Afforestation, Additional Compensatory Afforestation and Penal Compensatory Afforestation is the primary activity carried out by the State Authority.

    In Haryana, 6198.95 Ha. of forest land has been diverted as on 31/03/2018 against which Compensatory Afforestation is required to be carried out over 11753.92 Ha area. Out of the total Compensatory Afforestation area, non forest land comprises of 636.64 Ha and degraded forest land area comprises of 11117.28 Ha. The State has been able to carry out Compensatory Afforestation over an area of 8240.88 Ha till 31/03/2018. 636.64 Ha non forest land and 7604.24 Ha degraded forest land area is afforested.

    During the year, Compensatory Afforestation was carried out by planting small and tall plants over the designated Compensatory Afforestation sites. Plantation of Tall Plants was carried out over an area of 854.11 Ha (854116 plants) against proposed target of 1002.09 Ha (1002090 plants) and Small Plants over an area of 247.92 Ha (268010 plants) against the proposed target of 330 Ha (330000 plants). The details of Compensatory Afforestation carried out during the year in forest divisions are given in Annexure-4.

    There is a provision for carrying out maintenance of Compensatory Afforestation plantation for 3 years after the year of plantation. During the year, maintenance of plantations carried out over 2175.90 ha area during 2015-16 to 2017-18 was carried out.

    Rule 5 of CAF Rules, 2018: Activities carried out under Net Present Value

    Activities carried out during the year 2018-19 from the NPV component are given below: –

    1. Rule 5.2b, CAF Rules, 2018: Eco-Restoration in Aravalli Hills
      The department has been carrying out plantations in Aravalli region in Faridabad, Gurugram, Mewat, Mahendergarh, Rewari, Palwal and Bhiwani divisions. There is lot of biotic pressure on these plantations as also on the natural vegetation in the area. To protect the degraded Aravalli Hills, Eco-Restoration works such as closing of areas having root stocks by erection of stone wall, digging of staggered trenches and plantation of indigenous species were carried out over an area of 483 Ha. The details of work under this component in forest divisions are given in Annexure-6.
    2. Rule 5.2b, CAF Rules, 2018: Plantation of Native Species
      The degraded forests with refractory sites were specially treated by carrying out plantation of native species. Against the proposed target of 500 Ha (250000 plants), plantation on 452 Ha (226000 plants) was carried out. Details of Plantation carried out are given in Annexure-7.
    3. Rule 5.2g, CAF Rules, 2018: Soil & Moisture Conservation Works
      The State has been facing the problem of soil erosion due to runoff and floods in the districts falling in Shivalik and Aravalli region. During the year, various soil conservation measures such as construction of spillways, creation of Cement Concrete Studs, treatment of choes and creation of wire crate structures have been carried out in Morni-Pinjore Forest Division. An amount of Rs. 664.31 lakhs have been incurred during the year. List of works carried out during the year 2018-19 are given in Annexure-8.
    4. Rule 5.2i, CAF Rules, 2018: Conservation and Management of Protected Area
      The State has about 20% of the total forest area under Protected Areas. The State has 2 National Parks, 7 Wildlife Sanctuaries, 2 Conservation Reserves, 2 Community Reserves and 3 Small Zoos. Various activities such as habitat management and improvement measures, strengthening of infrastructure, improvement and protection of protected areas have been carried out during the year by Wildlife Wing of the Department in various protected areas in the State. The details of the activities carried out are shown in Annexure-9.
    5. Rule 5.3a, CAF Rules, 2018: Research, Publicity, Education and Training
      Research and Seed Production Divisions under Development Circle of the Department are mainly involved in research and propagation of quality planting material. During the year important activities carried out by these divisions are raising of quality tall plants and grafted fruit plants, establishment of mist chambers and hardening chambers for clonal propagation, establishment of Clonal Multiplication Areas (CMAs), Seed Orchard and research activities approved by Research Advisory Group (RAG). Publicity and Education wing in the Development Circle mainly deals with programs for dissemination of information on various activities of the Department as well as creating awareness in the public about the importance of forest and environment. The Publicity wing carried out important activities such as Environment Education Camps for school children and organization of Nukkad Nataks during Van Chetna Yatra. The Training Division carried out theme-based trainings and seminars for the frontline staff during the year. The details of the activities carried out by the Development Wing during the year 2018-19 are given in Annexure-10.
    6. Rule 5.3a, CAF Rules, 2018: Modernization of Forest Nurseries
      Modernization of the departmental nurseries was carried out by installing micro sprinklers, establishment of poly houses and composed pits etc. A total expenditure of Rs. 59.88 lakhs against an approved amount of Rs. 450 lakhs were incurred. List of forest nurseries with various activities carried out are given in Annexure-11.
    7. Rule 5.3a, CAF Rules, 2018: Development of high-tech nursery in Morni-Pinjore Division
      A high-tech nursery was established in the Herbal Forest developed in Morni-Pinjore division for raising quality seedlings of medicinal plants. An amount of Rs 17.44 lakh was spent during the year on various activities related to infrastructure development for the nursery.
    8. Rule 5.3b, CAF Rules, 2018: Development of Herbal Forest at Morni Hills in District Panchkula
      Forest Department has established a Herbal Forest in Morni Hills where various species of medicinal plants like Harar, Bahera, Amla, Amaltas, Belpattar, Neem, Arjun etc. are being planted. Apart from raising these plantations, an MoU has been signed with Pitanjali Yog Peeth (PYP), Haridwar for technical guidance in development of the herbal forest. Plantations of Herbal species on 550 ha were done in the year 2018-19. The plantation in the Herbal Forest involved planting of 173742 plants of tree species and 109153 plants of herbs/shrubs/climbers/bulbs of various species having medicinal value. The details of plantation carried out are given in Annexure-12.
    9. Rule 5.3b, CAF Rules, 2018): Development of City Forest at Murthal, District Sonipat
      With the rapid urbanization and expansion of the existing habitation areas, the citizens are fast losing out natural vegetation which is diverse in flora and fauna. With an objective of creating diversity and preserving the biodiversity with access to the general population, the State is developing a City Forest at Murthal in Sonipat district. During 2018-19, plantation was carried out under different Vatikas dedicated important species having medicinal, socio-cultural, and religious importance. A total of 9610 tall plants of various species of having medicinal value have been planted. An amount of Rs. 98.26 lakhs is spent on development of city forest at Murthal in district Sonipat.
    10. Rule 5.3e, CAF Rules, 2018: Improvement and Protection of Forests
      To strengthen the infrastructure for better protection of forest, vehicles and machinery were procured for the front-line staff. Construction of offices and residences for the front-line staff was also carried out for providing better amenities to ensure efficiency in the protection work. The amount approved for this activity was Rs. 1100 lakhs against which an expenditure of Rs. 886.89 lakh has been incurred. The details of the movable and immovable assets created on account of this activity are given in Annexure-13.

    Rule 6 of CAF Rules, 2018: Activities carried out under Net Present Value

    As per Rule 6 of CAF Rules, 2018, interest accrued on the amount available in the State Fund can be utilized for non-recurring and recurring expenditure of State Authority. The following activities were carried out during the year under this component.

    1. Rule 6 (a) iv, CAF Rules, 2018: Hiring of Personnel on Contract/deputation basis
      The State Authority being an independent autonomous body, the personnel working for the management of State Authority are mainly drawn on deputation or contract basis. Sh. K.C. Meena, IFS, CCF and Sh. Vineet Garg, IFS, APCCF remained the Chief Executive Officer of the State Authority during the year. They were posted in the Authority on deputation basis. Apart from the CEO, no other regular employee of Forest Department was deployed on deputation during the year. Following services were outsourced on contract basis for the management of the office of the State Authority during the year.

      The total expenses on account of hiring of personnel on contract/ deputation basis was Rs. 24.73 Lakh during the year.

    2. Rule 6 (b)v, CAF Rules, 2018: Third Party monitoring of works carried out from CAMPA funds
      Under CAF Rules, 2018, there is a provision of independent concurrent monitoring and evaluation and third-party monitoring of various works undertaken from State Fund. During the year, third party monitoring and evaluation of works carried out during 2017-18 was undertaken by an independent agency Environmental Research Monitoring Conservation Society, Lucknow. The agency was selected through e-tendering process following due procedures and guidelines issued by the Government. The expenditure incurred on this activity during the year was Rs 3.99 Lakh.
    3. Rule 6 (b)v, CAF Rules, 2018: Office Expenses
      Expenditure to the tune of Rs 0.25 lakh was carried out towards miscellaneous office expenses for the management of office of the State Authority.
