    State Compensatory Afforestation Fund

    Since the constitution of the Ad-hoc CAMPA at the national level and the State CAMPA at the state level in 2010, the monies received from the user agencies seeking use of forest land for non forest purpose under Forest Conservation Act, 1980 were first transferred to a fund called Compensatory Afforestation Fund managed and operated by the Ad-hoc CAMPA at national level. The Ad-hoc CAMPA had been releasing the funds to the State CAMPA every year in predetermined instalments for undertaking activities related to compensatory afforestation, management and conservation of forest and wildlife in the state.

    Since its constitution, the State CAMPA Haryana has so far received a sum of Rs. 41915.50 lakhs till 31/03/2019. The details of utilization of funds made available from Ad-hoc CAMPA since 2009-10 till 2018-19 are given in Annexure-1.

    In accordance with the provisions of sub-Section (1) of Section 4 of the Compensatory Afforestation Fund Act, 2018 (38 of 2016), State Compensatory Afforestation Fund (SCAF), Haryana has been established vide notification no. 1428-ft-1-2019/5069, Chandigarh, dated 08.04.2019. The State Fund has been created under interest bearing section of Public Account of the State of Haryana under a District Minor Head: 129-Haryana Compensatory Afforestation Fund (SCAF) below the Major Head :8121-General and other Reserve Funds. The State Fund is under the control of the State Government and managed by the State Authority. The financial regulations and procedures, in particular the procedure for drawing up and implementing the budget of the Sate Authority, shall be in accordance with the General Financial Rules, 2017 and the orders issued by the Central Government and the State Government in this regard from time to time.
